THE HFC KIGALI AMENDMENT ENTRY INTO FORCE ON 1 JANUARY 2019

After being agreed on October 15, 2016 at the 28th Meeting of the Parties to the Montreal Protocol, the Kigali Amendment to the Montreal Protocol had to be ratified by 20 parties to trigger its entry into force, which will take place on January 1st, 2019.

The amendment sets out an HFC consumption phase down of 85% in developed countries (Article 2 parties) between 2019 and 2036. For developing countries (Article 5 parties) HFC phase down reduces consumption by 85% between 2024 and 2047, with some delayed implementation for a number of A5 parties.

The Amendment has been welcomed by most stakeholders, including EFCTC.

EFCTC Note : EFCTC notes that the contribution to global warming of future HFC emissions - in the absence of the Kigali Amendment - is only about 0.04 C, calculated after an IPCC scenario which shows a pathway which could almost accomplish limiting global temperature rise to 2 C.
