EU 2019 GREENHOUSE GAS INVENTORY REPORT DETAILS HFC EMISSIONS

The EU publishes annually its official inventory submission under the UNFCCC.
Reported emissions of HFCs declined in 2017 compared to 2016 by 2.5%. Between 2014 and 2017 (note: a period before the large increase in illegal HFC imports) reported HFC emissions have fallen by 8%. The 2019 report covers the years 1990 to 2017 and provides data for emissions and removals within the area covered by its Member States.

The main source of HFC emissions in 2017 was refrigeration and air-conditioning accounting for about 90% of the key sources of emissions. HFCs from refrigeration and air conditioning showed a large increase between 1990 and 2017, although emissions from this sector have reduced in each year since 2014. The main reason for the large increase in emissions from this sector is the phase-out of ozone-depleting substances such as chlorofluorocarbons under the Montreal Protocol and the replacement of these substances with HFCs. Emissions of HFCs from fluorochemical production have declined by 98.5% between 1990 and 2017.
