EFCTC launches Regulatory Management Option Analysis (RMOA) on F-gases to provide information for PFAS restriction: Builds on Socio-Economic Analysis (SEA)

EFCTC has commissioned the independent consultant Ricardo Energy & Environment to undertake a Regulatory Management Option Analysis (RMOA) for a number of F-gases in the context of the upcoming PFAS restriction proposal. This project builds on the Ricardo Energy & Environment independent Socio-Economic Analysis (SEA) of the contribution of certain fluorinated gases (F-gases) to the economy and wider society launched at the beginning of 2022.

The high level of interest has resulted in almost 200 registrations for the introductory webinar on 3rd November 2022, to engage with our stakeholders, including trade associations, to explain how they can contribute to the RMOA for eight of the F-gases likely to be covered by the proposed restriction of PFAS. This type of analysis evaluates the properties of the substances and their uses and concludes on the most appropriate Regulatory Management Option (RMOA) based on the availability of alternatives, their relative costs and performance in comparison to the substance under consideration, and their effects on human health and the environment.

The SEA report finalized by Ricardo Energy & Environment was submitted as a contribution to the ECHA Public Consultation for the ongoing restriction process of PFASs in fire-fighting foams as it is possible that data contained in this fire-fighting foam restriction proposal may be used in the broad PFASs restriction proposal, available on the ECHA website (see October newsletter item). Information submitted by stakeholders is available on the ECHA website Registry of restriction intentions until outcome – ECHA (europa.eu) and  the summary document of this information is 110 pages. According to ECHA, their committees for Risk Assessment (RAC) and Socio-Economic Analysis (SEAC) will take an extra three months to conclude their assessment and publish their opinions on the proposal. This is to ensure that the scientific assessment of the proposal and of the information submitted during the consultation is thorough.
