In this EFCTC November newsletter, we report on the diverse opinions and positions about the F-gas Regulation proposal. EFCTC organizes a successful event, hosted at the European Parliament by MEP Stelios Kympouropoulos, Shadow Rapporteur to exchange views on the proposed changes to the Regulation. The Rapporteur (MEP Bas Eickhout) published the ENVI draft amendments with measures that go further than the Commission proposal. This has already generated a detailed joint statement by industry trade associations, expressing concern.

We also explain how EFCTC has commissioned the independent consultant Ricardo Energy & Environment to undertake a Regulatory Management Option Analysis (RMOA) for a number of F-gases in the context of the upcoming PFAS restriction proposal.

We feature the use of HFC and HFO refrigerants, ideal for large-scale systems due to their good balance of safety and performance properties, in Milan and Singapore district cooling systems and for all-year-round commercial fruit growing. For smaller systems, we cover the selection of A2L refrigerant R-455A with a Global Warming Potential (GWP) of 146 for a French supermarket cold store that helps ensure the retailer remains compliant with the F-Gas Regulation.

Finally, we highlight a life-cycle refrigerant management report that encourages better containment, focusing on the USA and following Europe’s lead where reclaimed HFC-32 is already being used in new chillers.

Update on the F-gas proposal: a wide range of opinions and positions

Two significant events have highlighted the diverse opinions about the F-gas proposal. Following the publication of the European Commission’s proposal to revise the F-gas Regulation earlier this year, EFCTC organized a successful event to exchange views on the proposed changes to the Regulation.


Life cycle refrigerant management report encourages better containment, following Europe’s lead

The 90 Billion Ton Opportunity- Lifecycle Refrigerant Management  

The report, “The 90 Billion Ton Opportunity: Lifecycle Refrigerant Management”, lays out how minimising leaks and maximising reclaim can avoid up to 91 billion metric tonnes CO2-eq emissions. Focussing on the USA the report states this significant opportunity for federal and state policymakers, major corporations, and equipment owners and operators.

EFCTC launches Regulatory Management Option Analysis (RMOA) on F-gases to provide information for PFAS restriction: Builds on Socio-Economic Analysis (SEA)

EFCTC has commissioned the independent consultant Ricardo Energy & Environment to undertake a Regulatory Management Option Analysis (RMOA) for a number of F-gases in the context of the upcoming PFAS restriction proposal. This project builds on the Ricardo Energy & Environment independent Socio-Economic Analysis (SEA) of the contribution of certain fluorinated gases (F-gases) to the economy.

HFC and HFO refrigerants are ideal for large scale systems due to their good balance of safety and performance properties. District heating and cooling can significantly improve energy efficiency and reduce energy consumption compared to alternative heating and cooling approaches. Large heat pump systems reduce carbon emissions for all-year-round commercial fruit growing.


Low GWP A2L refrigerant R-455A selected for supermarket cold store in France

The selection of moderately flammable A2L refrigerant R-455A with a GWP of 146 for a French supermarket cold store helps ensure that the retailer meets the F-gas Regulation requirements to adopt lower GWP solutions and remain compliant with the Regulation.
