The Review of progress in the four years since the Regulation concluded “it is having a significant impact but that, without further measures, F-gas emissions are expected to remain at today’s levels in the long term.”

The Commission accepts that the full implementation and enforcement of the Regulation by Member States could prevent almost half of projected F-gas emissions by 2050.

However, since the EC does not see their total emissions decreasing in the long term due to their growing use in air conditioning and refrigeration, it launched on the same day a consultation (running until 19 December 2011) inviting stakeholders to comment on possible options for strengthening EU measures to further reduce F-gas emissions.

The potential policy options being consulted on include: new voluntary agreements, bans on new equipment containing the gases and the introduction of a scheme for the phasing-down of HFCs.
