REACH Regulation

The Regulation 2006/1907/EC concerning the registration, evaluation, authorisation and restriction of chemicals (REACH) was finally adopted by EU Member States in December 2006. It has entered into force on 1 June, 2007.

The legislation should ensure a high level of protection of human health and the environment as well as free movement of substances. Manufacturers and importers of substances in quantities of 1 tonne or more shall submit a registration to the European Chemical Agency.

Manufacturers and importers are encouraged to collaborate to the preparation of registration dossiers, by sharing information on hazard and exposure for the chemical substances. The formation of voluntary consortia will facilitate the information sharing.

and EFCTC activities

EFCTC members are committed to ensure joint work for the preparation of registration for chemicals of interest for its members. EFCTC members will pre-register all the chemicals in this list.

Discussions have started to organize voluntary consortia. EFCTC members have already worked in consortia for voluntary programs (PAFT, ICCA HPV, JACC reports) and they believe the most efficient way to comply with REACH requirements is to form consortia.

As pre-registration is effective between 1 June and 1 December 2008 and most registration of EFCTC substances should be done before 1 December 2010, the voluntary programs (PAFT, ICCA HPV, JACC reports) previously undertaken for a number of EFCTC substances, provide a solid basis for the formation of early consortia, desirable to ensure relevant exchange of information on hazards, uses and exposure of substances.

1 December 2010 Registration deadline for phase-in substances manufactured or imported 1,000 tonnes + per annum; CMRs categories 1 and 2 over 1 tpa and R50/53 classified aquatic toxins over 100 tpa.
